Storm window

Storm window
  A window or glazing material placed outside or inside a window creating an insulating air space. Plastic material over windows is counted as a storm window if the same plastic material can be used year after year or if the plastic is left in place year-round and is in good condition (no holes or tears). If the plastic material must be put up new each year, it is not counted as a storm window. It is counted as "plastic coverings." Glass or Plexiglas placed over windows on either the interior or exterior side is counted as storm windows.
