(GTAB)
  Non-certified Foreign Refinery gasoline classified by an importer as blendstock to be either blended or reclassified with respect to reformulated or conventional gasoline. GTAB is classified as either reformulated or conventional quality based on emissions performance, formulation, and intended end use.
